The 38-year-old Pereira native is an Externado de Colombia University Government and International Relations graduate. He was elected with a total of 203 votes.
When being sworn in as President of the Colombian Academy of Economic Sciences, Externado Professor Emeritus, Beethoven Herrera Valencia, dedicated the honor to this House of Studies.

Since those distant ‘60s, when student Antonio Cancino was pursuing his Law studies at the old Santa Fe district site, he already displayed the Externadista temperament, taking advantage of the free environment offered by the Faculty of Law, to debate, dispute, place ideas, often bold, with an envied intelligence and ease of expression. Unsurprisingly, his leadership and outstanding personality led him to occupy high positions in student bodies.
After being accredited on August 17, 2017, the “Colombian Alliance for Water – GWP Colombia” appointed Maria del Pilar García Pachón, Director of the Externado Environmental Law Department, as its first President.

Andrés Mauricio Gutiérrez Beltrán was awarded the “Premio Nicolás Pérez Serrano 2016” for the best doctoral thesis on Constitutional Law presented in Spain in 2016. The work is titled “The structural protection of rights.”
