Diego Borbón es el Profesor de Neurociencia, Inteligencia Artificial y Nuevas Tecnologías del Centro de Estudios sobre Genética y Derecho. Director del Grupo de Investigación en Ciencias Biológicas y Derecho de la Universidad Externado de Colombia. Docente de la Maestría en Derecho Médico. Editor del Boletín Derecho y Vida – Ius et Vita (ISSN 1692-6455). Es Investigador Afiliado y fue seleccionado como el Stehr-Boldt Fellow del Institut für Biomedizinische Ethik und Medizingeschichte (IBME) de la Universität Zürich (UZH), en Suiza, como ganador del Stehr-Boldt Fellowship Award in Biomedical Ethics.
Fue seleccionado para servir en la International Neuroethics Society, Governance & Student/Postdoc Committee (Chair); es Miembro Fundador y Miembro de la Junta Directiva de la Fundación para el Avance de las Neurociencias Aplicadas al Derecho FNAD; Miembro Honorario de la Asociación Colombiana de Criminología en la que fundó el Observatorio de Neuroderecho y Criminología; Miembro de la Asociación Mexicana de Neuroética. Se ha desempeñado como abogado litigante y consultor en materia penal y en derecho internacional público. Consultor internacional y conferencista invitado. Fue Monitor del Centro de Investigación en Política Criminal y Estudiante Investigador del Observatorio Latinoamericano de Derechos Humanos y Empresas en nuestra casa de estudios.
Ha publicado más de 35 artículos y capítulos de investigación, así como libros en prensa, y es el Profesor con más publicaciones indexadas en Scopus de toda la Facultad de Derecho de la Universidad Externado. Ha impartido más de 90 conferencias en países como Suiza, Bélgica, Países Bajos, Alemania, Reino Unido, Italia, Estados Unidos, México, España, Argentina, así como participaciones notables en escenarios como la Cumbre de Ciencia de la 79 Asamblea General de las Naciones Unidas en Nueva York. Ha sido consultor invitado de UNICEF, UNESCO, UNODC, OEA, y la Oficina del Alto Comisionado de las Naciones Unidas para los Derechos Humanos en Ginebra. Ha colaborado para los Congresos de Ecuador, Colombia y Chile en proyectos de ley sobre nuevas tecnologías.
Sus investigaciones se centran en temáticas como: neuroderecho, neuroética, neuroderechos, ética de la IA, trastornos de la personalidad, psicodélicos, libre albedrío, responsabilidad moral, criminología, sociología del derecho penal, abolicionismo penal y encarcelamiento masivo.
Profile (English)
Diego Borbón is Professor of Neuroscience, Artificial Intelligence and New Technologies at the Centre for Studies on Genetics and Law (Centro de Estudios sobre Genética y Derecho). Director of the Biological Sciences and Law Research Group at Universidad Externado de Colombia. Lecturer in the Master’s in Medical Law. Editor of the Derecho y Vida Bulletin – Ius et Vita (ISSN 1692-6455). He is an Affiliated Researcher and was selected as the Stehr-Boldt Fellow at the Institute of Biomedical Ethics and History of Medicine (IBME) of the University of Zurich (UZH), Switzerland, as recipient of the Stehr-Boldt Fellowship Award in Biomedical Ethics.
He was selected to serve on the International Neuroethics Society Governance & Student/Postdoc Committee (Chair). He is a Founding Member and Board Member of the Foundation for the Advancement of Neuroscience Applied to Law (FNAD); Honorary Member of the Colombian Association of Criminology, where he founded the Observatory of Neurolaw and Criminology; and Member of the Mexican Association of Neuroethics. He has practised as a trial lawyer and consultant in criminal law and public international law, and works as an international consultant and invited speaker. He previously served as Teaching Assistant at the Research Centre on Criminal Policy and as Student Researcher at the Latin American Observatory on Human Rights and Business, both at Universidad Externado.
He has published more than 35 research articles and book chapters, as well as books in press, and is the professor with the most publications indexed in Scopus in the entire Faculty of Law of Universidad Externado. He has delivered more than 90 lectures in countries such as Switzerland, Belgium, the Netherlands, Germany, the United Kingdom, Italy, the United States, Mexico, Spain, and Argentina, including notable participation in venues such as the Science Summit at the 79th Session of the United Nations General Assembly in New York. He has served as an invited consultant to UNICEF, UNESCO, UNODC, the OAS, and the Office of the United Nations High Commissioner for Human Rights in Geneva. He has collaborated with the Congresses of Ecuador, Colombia, and Chile on bills concerning new technologies.
His research focuses on topics such as neurolaw, neuroethics, neurorights, AI ethics, personality disorders, psychedelics, free will, moral responsibility, criminology, sociology of criminal law, penal abolitionism, and mass incarceration.
