Government and Regulatory Legal Consulting  
Individual Expert Consultant.  
Provides consulting services in legal reform/ regulation and policy making in areas such as technical barriers to trade, sanitary and phytosanitary measures, quality infrastructure and institutions, metrology legal drafting, product regulation and good regulatory practice, consumer protection, standardization, business regulation and economic development in Latin-America and the  
Caribbean. Has consulted in the implementation of international and multilateral cooperation and assesses different clients in conceiving and structuring development projects. Lately has been assisting German Technical Cooperation (PTB) in projects with UNIDO on the drafting of a global guideline on how to draft local legislation on Quality Infrastructure, and in Ecuador and  
MERCOSUR on good regulatory practices and regulatory improvement, including regulatory impact assessment and good market surveillance practices. Has assisted CROSQ and the Governments of Jamaica and Barbados in the development of a Regional/National Code of Practice for the Preparation, Adoption and Application of Technical Regulations using WTO – TBT  
Agreement Good Regulatory Practice. Also serves business associations and corporate clients in issues related to the review of their core business, quality-development needs, professionalization of its members, certification marks, consumer protection, government procurement, product and business  
regulation, best regulatory practices in Colombia. Successfully provided consulting for the creation of the NMI of Colombia and the drafting of the instructions for the NMI legal statute. Also successfully defended international metrology treaties vis-à-vis the Colombian Constitutional Court. Has provided assistance to PTB and CROSQ for the development of a Caribbean Regional  
Quality Policy.

Has provided assistance in the preparation of national quality policies for several Caribbean countries. Has also delivered several workshops in Trinidad & Tobago, Belize, Surinam, Grenada, Curacao, Aruba, Anguilla, St. Kitts & Nevis, the Dominican Republic, MERCOSUR and the Andean Community of  
Nations on good regulatory practice. Consultant has also been acting as the Chair of Stakeholders´ Committee of IAAC and in such condition as a member of IAAC´s Executive Committee. Has provided legal representation and counsel on several legal and policy initiatives to the Colombian Business Association of  
Conformity Assessment Bodies, providing them regularly support on the review of local technical regulations and standards.
