Webinar: ICT regulation in the midst of COVID-19

The Externado Telecommunications Law Department, within its conference cycle on Information and Communication Technologies, invites to this event.

The WEBINAR’s objective is to learn about the regulatory measures package adopted by the Communications Regulation Commission (CRC) within the framework of the social emergency so that operators can guarantee Colombians’ connectivity. Also, some reflections will be offered on the future of the telecommunications sector, facing the current challenges, once the emergency comes to an end.

Speaker: Carlos Lugo Silva, Executive Director of the CRC

He is a Law graduate from the San Buenaventura University, Cartagena, with a Specialization in Telecommunications Law from the Universidad del Rosario. He has a PhD in Science and Technology Studies, with an emphasis on Technological Policies from the University of Salamanca, Spain, and a Master’s in Science and Technology Studies from the same university.

Professor Lugo has extensive experience in the public sector. He served as director of Information and Communication Technologies Appropriation of the Ministry of Information and Communication Technologies, Head of the Ministry of Education Innovation and New Technologies Office, and SENA Coordinator-manager of Innovation and Technological Development. He has been a delegate member on the boards of directors of the Colombian Public Media System (RTVC), the Mixed Fund for Film Promotion (Proimágenes Colombia), and the Corporación Computadores para Educar (Computers for Education), among others.

In the academic area, he was an adherent member of the Colombian Telecommunications Bar Association, President of the Superior Councils of the National Open and Distance University, and the Technological University of Pereira. Currently, he is a professor at the Technology Center of the University of La Sabana, the author of books in the field of digital society, and professor of the Telecommunications Law Department Masters and specialization programs.
